L&T gets initial nod to build main part of 1,600 MW thermal power plant in Jharkhand

Infrastructure major Larsen & Toubro (L&T) said on Wednesday, October 7, 2026, that it has received an initial approval to execute the main plant package of a 1,600 MW thermal power project at Chandrapura in Jharkhand. The company disclosed the development in a regulatory filing, noting that the work has been awarded under a Limited Notice to Proceed (LNTP).

Project and developer

The Chandrapura project is being developed by DVC CIL Power Pvt Ltd (DVCCIL), a joint venture between Damodar Valley Corporation (DVC) and Coal India Ltd. The facility will comprise two ultra-supercritical units of 800 MW each, taking the total planned capacity to 1,600 MW.

Scope of L&T’s work

L&T said the assignment has been secured by its business vertical, L&T Energy CarbonLite Solutions, which focuses on power and low-carbon process solutions. Under the package, the company will undertake the design, manufacture and supply of critical equipment, including boilers, steam turbines, generators and electrostatic precipitators (ESPs). The scope also extends to installation, testing and commissioning, along with associated mechanical, electrical, control and civil works.

Formal statement and technology choice

“L&T Energy CarbonLite Solutions has secured a Limited Notice to Proceed (LNTP) from DVCCIL, a joint venture of Damodar Valley Corporation and Coal India Ltd, for the main plant package of the 2×800 MW Chandrapura thermal power plant in Jharkhand,” L&T said in its filing.

The company added that the deployment of ultra-supercritical technology “will enable higher thermal efficiency and lower specific emissions, thereby supporting reliable and efficient power generation.”

Next steps and clearances

DVCCIL will issue the formal Notice to Proceed (NTP) after the project obtains the requisite environmental clearances and completes the LNTP period. L&T indicated that work under the LNTP framework enables preparatory and initial activities to move forward while the developer advances the remaining approvals.

With a planned installed capacity of 1,600 MW, the Chandrapura project is expected to make a notable contribution to India’s growing electricity-generation base. According to L&T, the plant will support rising power demand linked to industrial expansion and broader economic development needs.
