Rahul Gandhi urged to ensure social diversity in Kerala Planning Board
Representatives from several communities have petitioned Leader of the Opposition in the Lok Sabha Rahul Gandhi, MP, expressing concern that the recently reconstituted Kerala State Planning Board does not adequately reflect social diversity or provide proper representation to historically underrepresented groups.
Memorandum calls for inclusive composition
In their memorandum, the signatories asked that corrective steps be taken so the Board’s composition aligns with constitutional values of social diversity, inclusion, equal opportunity and professional excellence. They argued that the institution’s membership should mirror Kerala’s social fabric while also upholding merit, expertise and relevant experience.
Concerns over underrepresentation
The petitioners noted that Kerala has a substantial pool of eminent professionals across social strata—including academics, administrators, scientists and social thinkers—who are of national and international standing. However, they contended that experts from Backward Classes (OBCs), Dalit communities and Muslims have not been adequately represented historically and are absent in the current reconstitution of the Planning Board.
The memorandum further pointed out that none of the State’s distinguished women scholars and economists has a place on the Board, underscoring what the signatories described as a gap in gender representation alongside community diversity.
Board’s role and criteria for appointments
Emphasizing that the Kerala State Planning Board is central to long-term development planning and policy-making, the petitioners said appointments to such institutions should be guided by professional competence, proven expertise and relevant experience, in addition to broad social representation. They argued that doing so would strengthen the quality and legitimacy of policy formulation by drawing on a comprehensive range of perspectives and skills already available within Kerala.
Appeal grounded in constitutional values
The signatories stressed that social justice and fair representation are inseparable elements of India’s democratic and constitutional framework. They urged that the constitution of the Planning Board be examined objectively and that necessary measures be adopted to improve social representation while maintaining high professional standards.
Request placed before the Opposition Leader
The petitioners sought the intervention of Rahul Gandhi in his capacity as Leader of the Opposition to ensure that principles of diversity and inclusion are reflected in the Planning Board’s makeup. They asked that their concerns be reviewed and that steps be taken to correct what they described as systemic gaps in representation.
