Gurugram orders freezing of 71 builders’ accounts to recover unpaid homebuyer dues
The Gurugram district administration on Wednesday, September 30, 2026, ordered the freezing of bank accounts of 71 builders and promoters for failing to pay penalties and refunds directed by the Haryana Real Estate Regulatory Authority (HRERA). Recovery certificates amounting to ₹446 crore are pending against the defaulters, several of them outstanding for more than four years, officials said.
Legal basis and enforcement measures
In an official statement, the administration said it had invoked Section 40(1) of the Real Estate (Regulation and Development) Act, 2016, which allows amounts ordered by the authority to be recovered as arrears of land revenue. Acting under these provisions, authorities ordered the freezing of bank accounts of all 71 defaulting entities. Proceedings have also begun to attach their movable and immovable properties under the Punjab Land Revenue Act, as applicable to Haryana, the statement added.
Deputy Commissioner Uttam Singh underscored that the administration intends to enforce recovery in a time-bound manner. “The money will be recovered from the frozen bank accounts or the attached properties. If that fails, further steps under the law would be taken, which may also lead to arrests. No builder will be allowed to sit over amounts that lawfully belong to the homebuyers,” he said.
Major defaulters and outstanding amounts
Among the major names on the defaulters’ list are several prominent developers. According to the administration, outstanding dues include:
• Ansal Housing/Ansal Construction Housing: ₹91 crore
• Raheja: ₹90 crore
• Vatika: ₹80 crore
• Parsvnath: ₹74 crore
• Ramprastha: ₹57 crore
• IREO: ₹24 crore
• ILD Millennium: ₹8.59 crore
Notices have been issued to these firms directing them to deposit the outstanding amounts as per the recovery certificates issued by HRERA.
Implementation and oversight
Mr. Singh said the district administration would review progress weekly. Sub-divisional magistrates (SDMs) and tehsildars have been tasked with executing recovery proceedings on priority, and in a time-bound fashion. Homebuyers have been advised that they can approach these officials to check the status of their individual recoveries.
Background and next steps
Officials acknowledged that recovery of HRERA-ordered dues in the district had stalled in the past. The current enforcement drive follows a comprehensive review of all pending recovery certificates, culminating in the decision to freeze bank accounts and initiate property attachments where necessary.
The administration indicated that if recoveries cannot be secured through frozen accounts or attached assets, it will pursue additional legal steps available under the law, which could include arrests, to ensure homebuyers receive amounts due to them.
