TPCC seeks clarity on graduate voter registration rules

The Telangana Pradesh Congress Committee’s Election Commission Coordination Committee has asked the state’s Chief Electoral Officer to issue clear rules for registering eligible graduates in the electoral rolls of Graduates’ Constituencies, citing confusion among city-based workers in Hyderabad and other urban centres. The request was made in a representation to CEO C. Sudharshan Reddy, The Hindu reported on October 18, 2026.

The committee, led by chairman Pulipati Rajesh Kumar, said young graduates employed in IT, IT-enabled services, financial and corporate sectors were unsure about eligibility and procedures for enrolment. According to The Hindu, many of these workers continue to be listed as ordinary voters in their hometowns while living in Hyderabad for employment, leaving them uncertain about how to register in the appropriate Graduates’ Constituency.

The representation sought guidance on several points, including whether Elector Photo Identity Card (EPIC) details can be used in Form 18 applications, how to determine the relevant Graduates’ Constituency, and the conditions under which a temporary residence should be treated as an ordinary residence for electoral purposes.

It also asked the CEO to spell out acceptable proof-of-residence documents for employees in rented accommodation, such as rental agreements, residence certificates issued by employers’ human resources departments, and local utility bills.

Further clarity was requested on the eligibility of graduates who have migrated from other States, as well as the process for submitting Form 18 applications.

The committee urged the CEO’s office to publish comprehensive guidelines or a set of frequently asked questions to help eligible graduates complete the registration without ambiguity, The Hindu reported.
