In an effort to restore peace and order in Manipur, Governor Ajay Bhalla on Thursday called on people from all communities to voluntarily surrender looted and illegally held weapons within seven days. In his official statement, Bhalla assured that no punitive actions would be taken against individuals who comply with this ultimatum.
The Governor emphasized that the primary goal is to restore normalcy in the state, allowing people to return to their daily routines without fear. He urged all communities in Manipur to come forward, end hostilities, and help maintain peace and law and order.”
For the greater interest of restoring normalcy, so that people can resume their everyday activities, it is imperative that all communities in the state ensure the cessation of hostilities and work towards maintaining peace,” Bhalla said. His appeal specifically targeted the youths in both the Valley and Hills of Manipur, urging them to voluntarily hand over any looted or illegal weapons to the nearest police station, outpost, or security forces camp within the next seven days. The Governor stressed that this act could play a pivotal role in fostering peace across the state.

Bhalla further assured that there would be no punitive consequences for those who return the weapons within the given timeframe. However, he warned that strict legal action would be pursued after the deadline for any unreturned weapons.
This move comes amidst over 20 months of ongoing unrest in the state. Since May 2023, Manipur has witnessed violent clashes between the Meitei community, which forms the majority in the Imphal Valley, and the Kuki-Zo tribal groups in the surrounding hills. These clashes have resulted in over 250 deaths and displaced thousands of residents, severely disrupting communal harmony and daily life in the state.
In a related development, President’s rule was imposed in Manipur last week after Chief Minister N. Biren Singh resigned from his post, nearly two years after the ethnic violence began. Following his resignation, the state assembly was put under suspended animation, leaving the state under central rule.
The situation in Manipur has raised significant concerns about the long-term implications for its social fabric and stability. Bhalla’s ultimatum is seen as an important step towards de-escalating tensions and ensuring that peace is restored, but it remains to be seen whether the communities will comply with the Governor’s call.
As the state grapples with the aftermath of prolonged violence, the success of the weapons surrender initiative may play a critical role in determining the future of Manipur’s peace and stability.
