Govt Approves ₹6,000 Crore ‘One Nation One Subscription’ Scheme to Provide Nationwide Access to 13,000 Research Journals

The Union Cabinet on Monday (November 25, 2024) approved the ambitious ‘One Nation One Subscription’ scheme, a Central government initiative aimed at providing nationwide access to scholarly research articles and journal publications. The scheme, with a total investment of ₹6,000 crore over the next three years (2025, 2026, and 2027), will benefit students, faculty, researchers, and scientists across the country.

Under this initiative, all Higher Education Institutions managed by the central and state governments, as well as central government Research & Development Institutions, will get access to international scholarly research journals. The scheme is designed to support nearly 1.8 crore stakeholders, including those in tier 2 and tier 3 cities, thereby encouraging both core and interdisciplinary research across various disciplines.

The scheme will grant access to around 13,000 e-journals published by 30 major international publishers, covering a wide range of fields. This extensive collection will be available to over 6,300 government-run Higher Education Institutions and central government R&D institutions.

Access to these journals will be provided through a national subscription managed by the Information and Library Network (INFLIBNET), an autonomous body of the University Grants Commission (UGC). The process will be entirely digital, making it easy and accessible for users across the country.

The ‘One Nation One Subscription’ scheme is expected to open a goldmine of knowledge for students, faculty, researchers, and scientists, enabling them to stay updated with the latest research in their respective fields. This initiative is a major step toward enhancing the quality and accessibility of academic resources across India.
