Rajouri, J&K | June 2025 – In a shocking development, Assistant Defence Estates Officer (ADEO) Thiyam Surjit Singh has filed a formal request for FIR against Colonel Ankush Choudhary, Commanding Officer of the 59 Engineer Regiment, and members of his Quick Reaction Team (QRT). The complaint alleges physical assault, wrongful confinement, and armed intimidation during an official interaction at the ADEO office in Rajouri.
According to the letter dated 12 June 2025, Col. Choudhary, accompanied by armed personnel, visited the Defence Estates Office in connection with a request to appoint representatives for a Board of Officers proceeding regarding AIOS fencing near the LoC in Poonch. However, the situation escalated when the officer allegedly forced officials to sign boundary papers without proper administrative process, leading to heated objections.
“The officer refused to acknowledge our procedural objections and demanded signatures on the spot. On denial, I was pushed, and his men dragged me outside, trying to force me into an Army vehicle,” reads the complaint by Surjit Singh.
Allegations of Assault at Gunpoint
The FIR request includes harrowing details of being threatened at gunpoint with AK-47s, beaten on the head and arms, and dragged forcibly along with office staff. A pen drive containing CCTV footage, photos of injuries, and broken office property has reportedly been submitted as evidence.
Five government witnesses — including retired Tehsildar Khadim Hussain Shah and four SDOs — have signed written statements confirming that they too were pushed and manhandled by armed Army personnel during the scuffle.
Illegal Confinement and Threats
The complaint further claims that the ADEO office was illegally locked from inside, with staff confined and overpowered by Army men attempting to force compliance. One segment alleges that Col. Choudhary’s team treated the civilian staff as if they were criminals or terrorists, using language and aggression that left them “deeply traumatized.”
The letter concludes with a chilling threat reportedly made by the attackers:
“ADEO Rajouri office will be burned into ashes.”

The letter has been marked to top authorities for immediate action, including:
- Director General, Defence Estates (Delhi)
- Principal Director, Northern Command
- SSP Rajouri, DC Rajouri, and senior Army HQs across Northern Command, 16 Corps, and 25 Infantry Division.
